COMMUNICATION regarding the procedure for transporting, receiving and releasing diesel, granted to the Republic of Moldova as external humanitarian aid

In order to execute the provisions of HG no. 635 of August 30, 2023, regarding the external humanitarian aid granted to the Republic of Moldova, in the form of 4,000 tons of diesel, the Material Reserves Agency of the MAI implemented a complex of organizational measures regarding its reception, transportation and storage.

The first train set with 26 tank wagons, amounting to 1336 tons, after customs and technical transshipment procedures, was received on March 29. Yesterday, April 1, the denso-volumetric measurements took place and the taking of laboratory samples regarding the determination of qualitative indices, the initiation of the distribution procedure to the final beneficiaries follows.

Beneficiaries will be informed through the Interventions and Payments Agency for Agriculture, the District Councils (Agricultural Directorates) and on the official website of ARM.

The necessary methodological support for the beneficiaries will be granted by the Agency for Interventions and Payments for Agriculture, according to the provisions of point 8 of HG no. 635/2023.

The Material Reserve Agency informs in this sense that, for the receipt of diesel, the beneficiaries must present the following documents:

· the identity card of the beneficiary (authenticated copy);

· authenticated copy of the extract/certificate of registration of the enterprise/peasant household (beneficiaries who have changed their organizational form, will present an authenticated copy of the extract indicating the newly assigned IDNO);

· authorized stamp.

in case of delegating powers of attorney to a third party for receiving diesel, two options will be accepted (with delegation or power of attorney):

✔ with delegation:

· identity card of the representative of the beneficiary (authenticated copy);

· delegation (typed form M-2, approved by the Ministry of Finance), issued by the beneficiary in the name of his representative (third party);

· authenticated copy of the extract/certificate of registration of the enterprise/peasant household (beneficiaries who have changed their organizational form, will present an authenticated copy of the extract with the indication of the newly assigned IDNO).

✔ with power of attorney:

· identity card of the representative of the beneficiary (authenticated copy);

· the power of attorney in the original, by which the beneficiary entrusts the receipt of the good and the application of the stamp (of the company) on the tax invoice and the receipt-handover act;

· authenticated copy of the extract/certificate of registration of the enterprise/peasant household (beneficiaries who have changed their organizational form, will present an authenticated copy of the extract indicating the newly assigned IDNO);

· the beneficiary's authorized stamp.

for the purpose of operative release, transportation and minimization of diesel transportation expenses, the territorial cooperation of several beneficiaries will be accepted and the reception of diesel in calibrated tanker trucks of large volumes (through preventive coordination with ARM, so as not to create difficulties at the reception from the release point).
